pain on the side of the glans coming and going?

For five days (or more, I don't remember) I've got this pain that last for half a second on the side of my glans that comes and go. The area that gets painful is about a centimeter long and half a centimeter wide. When I look closer I see small, very small red bumps different from the normal bumps that are there, they're redder, inflamed red. I thought they were eczema because I don't really wash my hand often, I got eczema on them and it dries them, could I have gotten **** there by improper hygiene? I'm almost 19 years old btw.
