So will the president ever allow the ELECTED representatives p a bill?

It appears that if the oil and gas bill pes then the losers are asking the president to veto it...I thought the American "democracy" was supposed to be the model for the world...doesn't appear to be a "democracy at all..a one man rule..isn't that called a "dictatorship or fascist state..why do the two house even sit?..tell this foreigner why the president doesn't just save time and run everything...please do not resort to "liberal" or "mind your own" or insults to answer tis question...and for those that love to point out spelling mistakes, there is one there for you.
