My agency wil not give my pport.I will backout bcoz i will go to school,what to do?

what will I do...they want me to pay for 2,500 pesos..they call me last Dec.my visa for kuwait is there already..It's may now..So i decided to get my pport.I was not able to go last dec. 2006 bcoz im sick..thanks...
